External circumstances of an evolutionary nature (associated with the development of society, technological processes, integration, etc.) and radical (circumstances caused by wars, natural disasters, form-major circumstances). The COVID-19 virus “successfully” showed change and vulnerability in most countries of the world. The planet found itself in a certain frozen state, with the same problems and panic moods.

Modern transformational processes on a global scale are accompanied by significant technological impacts, climate changes, along with an increase in the world's population, life expectancy, migration flows, changes in employment, and the like. Such tendencies exacerbate the issue of ensuring humanity, conditions for the safety of activities.

In the context of the global crisis and the obvious crisis in the Ukrainian economy caused by the quarantine mayors for Covid-19, it is important to find ways to achieve prospects that will be positive for the country and society, although they are caused by negative circumstances and can be carried out by radical measures. Technologies for the development of ecosystems, the development of tactile suits, the electronic economy, full digitalization, space exploration - these are the world's priorities for the future. Ecological warehouse is the center of all and problematic issues. The development of the Earth is possible only through renewal and reproduction, and the prospects are the development of the World Ocean, space, new human capabilities.

The modern development of world processes is determined by a number of specific features associated with the development of the information society, democratization, expansion of cooperation between countries, trends in the influence of the fourth industrial technological revolution. Greening processes have a special impact on the economic component of each country, its place in the structure of international economic relations, changes in technological structures.

In conditions when the economic consequences of Covid-19 are negatively gigantic, the social priorities of society are changed, the issues of the further state of this society, with a high level of unemployment, lack of income, etc., are gloomy, and it will not fall into marginality. It is at this stage that the level of development of science and education in society will manifest itself.
